On the portal, you may submit applications to the blog platforms of government agencies’ top executives, take part in web conferences, complete a survey. To submit your application to an executive’s Blog, as well as to take part in a web conference, you need authorization. To get authorized on the portal, you ought to be registered on the e-Government portal, egov.kz. In case you have any questions or errors in registration, you may call the Integrated Call Center 1414 or 8-800-080-7777. Calls are free!

To gain access to the Open Dialogue Portal, you must be registered on the E-Government portal http://egov.kz/cms/ru as an individual and send an official letter to National Information Technologies JSC, indicating your full name, IIN, the names of the state body, the e-mail address and contact numbers of the phone numbers of the persons responsible for placing information If you have any questions, please call 1414.

• 1. Undergo the authorization/sign-up on e-Government portal (egov.kz).
• 2. In the Our Services section, follow the link Ask question, or in the Blogs of government agencies’ executives section, select the executive and press the Apply button.
• 3. Accept the terms of agreement, press Next and fill in all the required fields.
• 4. There are two ways of signing a query
  • using digital signature
  • using SMS code. In sending the application, you must confirm the fact that it belongs to you by filling in the code which will be sent as an SMS message to your phone number registered on the egov portal. Note that receiving an SMS with code is free-of-charge.
• 5. Upon the successful submission of application, the positive processing result shall be displayed as the application data;

• Offensive information of abuse and discrediting nature, or any other information damaging honour, dignity and business reputation or used for defamation can be excluded from a request.
• The following can be excluded from a query text: such constituent parts thereof and information aimed at: inciting social, racial, national, religious, class and ancestral hatred as well as social, national, lineal, racial and religious discord; insulting honor and dignity or religious feelings; containing propaganda and advocacy of social, racial, national, religious, class and lineal superiority, discrimination based on origin, or on social, official and property status, gender, race, nationality, language, religious beliefs, calling for the forced alteration of constitutional order and violation of the Republic of Kazakhstan integrity and posing threat to security, life, health and morals of the population.

• Having obscene language
• Having unreadable text and incomprehensible acronyms
• Indicating an issue that is not within the competence of a person to whom a query is addressed

• 1. Undergo the authorization/sign-up on e-Government portal (egov.kz).
• 2. In the menu, go to the Internet Conferences section where the list of all the published conferences is displayed.
• 3. In the Active tab, select the conference you are interested in and press the Ask question button. You may also view the previous conferences with questions received and answers given, as well as post your comments and vote for questions.

• 1. In the menu, go to the Surveys section, or follow the link: Pass survey in the Our Services section.
• 2. Select the survey you are interested in, choose the answer option and press the Vote button. You are also able to subscribe for survey and receive update notices, to do this, go to the Personal account in the web-portal of the e-government, go to Settings, there is a choice of options of the notification receipt, as well as the choice of a particular item to subscribe for.
